| I do not know if this was ever stated before, however, I am doing it now.
Curse Seals may only be activated once per battle. This is to prevent abuse. How so? Well, if a Curse Seal focuses on Chakra Bonuses, then you can gain more chakra then you used onto the Seal. Thus, to make it a one Time Bonus, Curse Seals may only be activated once.
Example of Scenarios,
You activate your Curse Seal against an opponent. The next few rounds later, and you are now at the last turn. You are currently at Lv.1 Can you go to lv.2? Yes.
If you go to Lv.2 without Lv.1, can you revert back to level one to use your seal longer? No.
Trust me, i've thought this over. And being realistic, Curse Seals generally aren't activated more then once in a battle.

Also, Chakra Bonuses from Seals will NOT be effected by the Chakra Capacity skill. Example, I have 125 CP with my skill. If I were to obtain 50 percent more chakra, it would not be 67.5(half of 125), it would be 50. (Half of my Base Chakra, 100.) Also, as i've said to Vergil, Curse Seal effects don't stack onto level. Rather, Lv.2 is just a better form of lv.1
Thus, a 50 Percent increase in power would not add onto 75% of lv.2, it would remain 75.
The same goes with chakra. If you gain 20% more chakra from Lv.1, and then 50% from Lv.2, it Doesn't equal 7 percent, it equals 50 percent total.
(Example, 100 Chakra. Go to Lv.1, gain 20% more. Chakra would then be 120. Go to Lv.2. Level two gives 50. Chakra would go to 150.(Assuming you haven't spent any yet.)

| Alright, to make things simpler, I'm changing the Jutsu reduction costs to a simple 4 and 5. This is to make people's heads hurt less.

| OKAY! I've realized a REALLY bad Loophole, and thus, I've got to make a rule change.
If you have a Curse Seal, and if the User Dies or loses Seal Knowledge, then your curse Seal cannot be activated. However, if you have someone else replace your Sealer, then it will reactivate it, or you can get a new Seal.
NOTE: Death counts as actual Death, Inactivity, or just stashing away a character for later play.

| For Future Reference, an RP IS required to obtain the Second Form. This should explain how you unlocked the next level of power. Some seals, for example, may require a price from the Sealer, or require Death-like circumstances.(Like Sasuke.)
