Okay, i thought that this was clarified, and thus, I will have to do it again.

The No Old Man rule is basically a way of controlling the amount of Curse Seals around. As it was already established, the ONLY way of gaining a Curse Seal is from the Juin(Curse) Technique. This technique requires Seal Knowledge Lv.3. With it, you can place a Curse Seal on yourself, or someone else.

There is no NPCs, aka, Old mysterious men or similar people that can give you a Curse Seal.
